Charlottesville Cemetary near Tipton

By chance does anyone know who is supposed to take care of the Charlottesville Cemetary. It was a disgrace for Memorial Day. Many older folk where there to pay their respects and ALL commented on the upkeep of the cemetary. I mowed my family's plots and helped a few others....but if anybody can give me the person/company responsible, I would greatly appreciate it.
